Пенсійне забезпечення громадян – головна складова в системі соціального захисту України

Abstract

UK: У статті досліджено особливості функціонування системи пенсійного забезпечення в Україні як ключового елементу соціального захисту населення. Визначено процес формування багаторівневої пенсійної моделі відповідно до чинного вітчизняного пенсійного законодавства. Акцентовано увагу на основних проблемах, пов’язаних з демографічними викликами, дефіцитом Пенсійного фонду, низьким рівнем пенсійного забезпечення та потребою в удосконаленні законодавчої бази. Проаналізовано вплив воєнного стану на функціонування солідарної пенсійної системи в країні, надано оцінку забезпеченню її фінансування в поточних умовах. Розглянуто перспективи реформування пенсійної системи, зокрема впровадження накопичувального рівня та інших заходів, спрямованих на підвищення ефективності соціального захисту літніх громадян. Особливу увагу приділено необхідності підвищення рівня фінансової грамотності населення, що сприятиме формуванню свідомого ставлення до майбутнього пенсійного забезпечення. Зроблено висновки щодо напрямів подальшого розвитку пенсійного забезпечення в контексті забезпечення соціальної справедливості та фінансової стійкості системи.

EN: The article explores the peculiarities of the functioning of the pension provision system in Ukraine as a key component of the country's social protection framework. In accordance with national legislation, Ukraine is developing its own system of social protection aimed at ensuring the right to an adequate standard of living and providing social support in cases of unemployment, disability, old age, childbirth, incapacity, or the loss of a breadwinner. At the current stage of Ukrainian society’s development, there is an increasing need to find new approaches to improving pension provision in order to ensure a decent standard of living for elderly citizens, strengthen social justice, and maintain the sustainability of state support mechanisms.The aim of the article is to analyze the current state of pension provision in Ukraine, identify key problems and challenges, and justify the directions for further reform of the pension system in the context of enhancing citizens' social protection. The application of various economic methods has contributed to the characterization of Ukraine’s pension system, the identification of key issues in pension provision, and an understanding of how these challenges manifest under martial law conditions. The article outlines the formation of a multi-level pension model in accordance with the current domestic pension legislation.Attention is drawn to major problems such as demographic challenges, the deficit of the Pension Fund, the low level of pension benefits, and the need to improve the legal framework. The impact of martial law on the functioning of the solidarity-based pension system is analyzed, along with an assessment of the system's financing under current conditions. The article also discusses the prospects for pension reform, particularly the introduction of a funded (accumulative) pension tier and other measures aimed at enhancing the effectiveness of social protection for elderly citizens.Special emphasis is placed on the importance of increasing the financial literacy of the population, which will promote a more conscious approach to future pension planning. The article formulates strategic directions for the further development of pension provision, taking into account the need to achieve social justice and ensure the financial stability of the pension system.
