Цифровізація публічного управління як інструмент досягнення сталого екологічного розвитку: зарубіжний досвід

Abstract

UK: У статті досліджується вплив цифрових технологій на сталий екологічний розвиток крізь призму електронної демократії (е-демократії). Зокрема, аналізується ефективність електронних інструментів публічного управління для покращення управління природними ресурсами, зниження екологічних ризиків та стимулювання екологічно орієнтованих політик у країнах, що активно застосовують ці технології. Автори звертають увагу на зростання ролі е-демократії, яка забезпечує інклюзивність, прозорість і довіру до урядових структур шляхом залучення громадян до процесів прийняття рішень. Досліджується досвід країн з високим рівнем цифровізації та лідерськими позиціями у досягненні Цілей сталого розвитку, зокрема в екологічній сфері. Окремо підкреслюється необхідність запозичення найкращих практик для подолання прогалин у вітчизняному управлінні.

EN: This article examines the role of electronic governance (e-governance) in fostering sustainable development, focusing specifically on its environmental dimension. The study highlights how digital technologies and information communication technologies (ICT) are reshaping public governance structures, enhancing transparency, accountability, and civic participation. The authors argue that the synergy between government institutions and the public, through active participation in decision-making, accelerates the achievement of the Sustainable Development Goals (SDGs). Notably, e-democracy serves as a vital tool for implementing these goals by fostering trust in government institutions, increasing inclusivity, and promoting transparent governance. It emphasizes that the application of ICT in governance processes is crucial for the implementation of green governance initiatives, effective resource management, and supporting economic growth while expanding social inclusion. The authors identify a gap in the research related to the environmental impact of digital governance. Although much has been written about its social and economic benefits, its role in promoting environmental sustainability remains underexplored. This article aims to fill this gap by exploring international experiences and providing insights into how countries that are leaders in e-government can use electronic tools to achieve SDGs, particularly environmental goals. By examining various digital governance practices, the paper offers a comprehensive analysis of how ICT can reduce environmental risks, improve the management of natural resources, and stimulate the adoption of environmentally-friendly policies. The author proves that digitalization of public administration is crucial for Ukraine and other countries transitioning towards digital government models, offering valuable lessons in the use of e-governance to address the pressing environmental challenges of today.
