Релокація українських підприємств до Польщі: виклики та можливості під час війни

Abstract

UK: У дослідженні проведено ґрунтовний аналіз процесу релокації українських компаній до Польщі в умовах повномасштабної війни в Україні. Стаття зосереджена на вивченні особливостей релокації бізнесу, таких як повне підпорядкування законодавству іншої країни, реєстрація нових суб’єктів господарювання, зміна податкової резиденції, вихід на нові ринки та адаптація до відмінної бізнес-культури. Актуальність дослідження підтверджується статистичними даними щодо лідерства Польщі серед країн Євросоюзу за кількістю прийнятих українських біженців та релокованого бізнесу. У статті також висвітлюється роль Польщі як привабливого місця для релокації завдяки розвиненій бізнес-інфраструктурі, географічній близькості та сприятливим умовам для ведення бізнесу. Автори підкреслюють, що українські компанії, які працюють у Польщі, можуть сприяти розвитку місцевої економіки через передачу компетенцій у сфері передових технологій та інновацій. Охарактеризовані правові та організаційні аспекти релокації, зокрема забезпечення безпеки працівників, захист активів та підтримка бізнес-операцій. Зазначено також міжнародне переміщення фірм як загрозу для української економіки, фінансів та інноваційної екосистеми. Дослідження також акцентує увагу на механізмах підтримки релокації з боку урядів України та Польщі, включаючи консультаційну допомогу, пошук житла для працівників та їхніх сімей, надання місць для дистанційної роботи та доступ до грантів. Особливу увагу приділено динаміці розвитку релокованих підприємств та їхньому впливу на польську економіку. У висновках статті підкреслюється, що релокація українських підприємств до Польщі під час війни є складним та багатогранним процесом, що вимагає адаптації до нових умов ведення бізнесу. Водночас це відкриває нові можливості для інтеграції українських компаній у європейські бізнес-екосистеми, сприяючи їхньому розвитку та прозорості ведення господарської діяльності.

EN: The study provides a thorough analysis of the process of relocating Ukrainian companies to Poland amid the full-scale war in Ukraine. The article focuses on examining the specifics of business relocation, such as full compliance with the legislation of another country, registration of new business entities, change of tax residency, entry into new markets, and adaptation to different business cultures. The relevance of the research is confirmed by statistical data on Poland’s leadership among EU countries in terms of the number of accepted Ukrainian refugees and relocated businesses. The article also highlights Poland’s role as an attractive destination for relocation due to its developed business infrastructure, geographical proximity, and favorable conditions for business operations. The authors emphasize that Ukrainian companies operating in Poland can contribute to the development of the local economy by transferring competencies in advanced technologies and innovations. The legal and organizational aspects of relocation are characterized, including ensuring the safety of employees, protecting assets, and supporting business operations. The international relocation of firms is also noted as a threat to Ukraine’s economy, finances, and innovation ecosystem. The study also focuses on the mechanisms of relocation support from the governments of Ukraine and Poland, including consulting assistance, finding housing for employees and their families, providing remote workspaces, and access to grants. The study also underlines the critical role of governmental support in facilitating the relocation process. This includes comprehensive consulting services, logistical assistance in finding suitable housing and workspace, and providing financial aid through various grant programs. These measures are essential in ensuring a smooth transition and continuous operation of relocated businesses, which further strengthens economic ties between Ukraine and Poland. Special attention is given to the dynamics of the development of relocated enterprises and their impact on the Polish economy. The conclusions emphasize that the relocation of Ukrainian enterprises to Poland during the war is a complex and multifaceted process that requires adaptation to new business conditions. At the same time, it opens up new opportunities for the integration of Ukrainian companies into European business ecosystems, contributing to their development and transparency in business operations.
