Формалізація складових механізму інвестиційного забезпечення відновлення підприємств транспорту

Abstract

UK: Адаптивність інвестиційних процесів до вимог і потреб відбудови транспортного комплексу України потребує формалізації та застосування структурного, інтегрованого підходів. Структуризація складових елементів організаційно-економічного механізму інвестування дозволяє обґрунтувати векторності вкладення коштів та виявити домінуючі потреби відбудови транспортної інфраструктури. В умовах війни та повоєнного відновлення основними джерелами інвестицій будуть прямі іноземні інвестиції, цільове кредитування економічних об’єктів, державно-приватне партнерство та концесії. Інтегрований підхід до формування механізму інвестиційного забезпечення відбудови транспортної інфраструктури включає заходи з обґрунтування інвестиційної привабливості та створення нових ринків. Інтегрованість управлінського, правового, методичного і ресурсного забезпечення у механізмі дозволяє комплексно вирішити завдання результативності інвестицій.

EN: The adaptability of investment processes to the requirements and needs of recovery of Ukraine’s transport sector requires formalisation and application of a structural and integrated approach. Structuring the constituent elements of the organisational and economic mechanism of investment allows us to substantiate the vectors of investment and identify the dominant needs for the recovery of transport infrastructure. In the context of the war and post-war recovery, the main sources of investment will be foreign direct investment, targeted lending to economic entities, public-private partnerships and concessions. These forms of investment will play a crucial role in financing large-scale projects to recover and modernise the national transport infrastructure. An integrated approach to the formation of an investment support mechanism for the restoration of transport infrastructure includes measures to substantiate investment attractiveness and create new markets. The integration of managerial, legal, methodological and resource support in the mechanism allows for a comprehensive solution to the problem of investment efficiency. The constituent elements of the investment support mechanism include investment objects, financing entities, management levers, and project implementation principles. Effective integration of these components allows not only to ensure proper financing and project management, but also to adapt investment strategies to modern market requirements and ensure sustainable development of transport enterprises. The author reveals a set of principles, factors and regularities in substantiating the system of elements of the mechanism for investing in the recovery of transport infrastructure. Formalisation of the prerequisites and constituent elements allows for the development of effective long-term financing strategies not only for the reconstruction of Ukraine’s transport sector, but also for the integration of resources, innovations and technologies to ensure competitiveness and profitability.
