Фактори впливу на систему управління підприємств в сфері надання медичних послуг України

Abstract

UK: В статті обґрунтовано необхідність вивчення факторів, які здійснюють найбільший вплив на систему управління підприємствами України, що надають медичні послуги. Головними системоутворювальними чинниками ефективного управління функціонуванням підприємств, що надають медичні послуги визначено: удосконалення організаційної системи; забезпечення висококваліфікованими медичними кадрами; ресурсне забезпечення, цифровізації. Також було й окреслено групу факторів, які окрім позитивного впливу, здійснюють й негативний вплив та заважають розвитку системи управління підприємствами сфери надання медичних послуг та загалом призводять до стримування розвитку сучасної вітчизняної медицини. Водночас, охарактеризовано найбільш суттєві сучасні виклики медичній системі та системі охорони здоров’я України, серед яких: війна, цифровізація та кадрова криза. Ці та інші виклики визначають ключові групи факторів, вплив яких є дійсно потужним на систему управління підприємств сфери надання медичних послуг: зовнішні чинники (технологічні, економічні, соціальні, юридичні, політичні) та внутрішні (організаційна структура, кваліфікація персоналу, управлінська культура, матеріально-технічна база). Характеристика зазначених факторів вказує на те, що більшість з них здійснюють негативний вплив як на діяльність суб’єкту надання медичних послуг так і на систему управління медичним закладом. Для кожної групи факторів визначено шляхи їх покращення для здійснення позитивного й конструктивного впливу на загальний стан системи охорони здоров’я та суб’єктів надання медичних послуг зокрема.

EN: The article substantiates the need to study the factors which have the greatest impact on the management system of Ukrainian enterprises, which providing medical services. The main system-forming factors of effective management of the enterprise‘s functioning providing medical services were as follows: improvement of the organizational system to ensure the provision of better quality free medical care to citizens; provision of a sufficient number of highly qualified medical personnel; resource provision and development of the health infrastructure care institutions and enterprises providing medical services using standardization and innovative approaches; ensuring a sufficient level of digitalization. The author also outlined a group of factors (external: from the state, from suppliers, from consumers; internal: low level of diagnostic services, lack of advertising and marketing, low managerial qualifications of facility managers, shortage of qualified medical personnel, lack of financial resources and underfunding) that, in addition to having a positive impact, also have a negative impact and hinder the development of the management system of healthcare enterprises and generally lead to the restraint of the development of the modern domestic healthcare system. At the same time, the author characterizes the most significant current challenges to the medical and health care systems of Ukraine, including war, digitalization, and the personnel crisis. These and other challenges determine the key groups of factors whose influence was really powerful on the management system of healthcare enterprises: external factors (technological, economic, social, legal, political) and internal factors (organizational structure, staff qualifications, management culture, material and technical base). The characterization of these factors indicates that most of them have a negative impact on both the activities of the healthcare provider and the management system of the healthcare facility. For each group of factors, the author identifies ways to improve them in order to have a positive and constructive impact on the overall health care system and health care providers in particular.
