Аналіз міжнародних практик впровадження новітніх інформаційних технологій в діяльність органів місцевого самоврядування

Abstract

UK: Стаття присвячена систематичному аналізу міжнародного досвіду впровадження новітніх інформаційних технологій в діяльність органів місцевого самоврядування. В процесі дослідження розглянуто зміни в підходах до місцевого управління у формуванні конкурентоспроможних територіальних громад. Особлива увага приділяється впливу цифрових технологій на підвищення ефективності управлінських рішень у контексті місцевого самоврядування. Аналіз базується на прикладах країн-лідерів у цьому напрямку, зокрема США, Ізраїль, Франція, Великобританія, Нідерланди. Висвітлюються найкращі практики, які сприяють інноваціям у місцевому управлінні та забезпечують підвищення конкурентоспроможності громад у глобалізованому світі. Висвітлено сучасні тенденції впровадження новітніх інформаційних технологій у соціально-економічного розвитку країн.

EN: Over the past fifty years, developed countries have undergone significant changes in their approaches to planning and managing the development of local communities. The main directions of this evolution include changing the levels of responsi-bility for the development of territories, modernizing management methodology, and intensifying inter-municipal cooperation. In these conditions, local governments should master modern approaches to economic development of communities, using information technology to ensure competitiveness. The author focuses on the key aspects of digital transformation in public administration, considering the experience of countries such as France, the United States, Israel, the United Kingdom, the Netherlands, and Singapore. In France, a special place is occupied by the use of a reliable government messenger Tchap, which ensures the confidentiality and security of civil servants' data. The United States has introduced the Open Meeting concept, which promotes e-democracy and the use of big data for city management, particularly in emergency situations. Singapore has developed six virtual research centers to improve technological capabilities. Israel has developed a national digitalization index that helps measure the availability and effectiveness of local municipalities' digital services, and the Netherlands has introduced a system of electronic interaction between the state and citizens, enabling electronic participation in government activities. The United Kingdom, through its «e-Citizens, e-Business, e-Government» strategy, has become a leader in provid-ing electronic public services, which has increased the efficiency and effectiveness of government agencies. The study showed that the digital transformation of public administration covers not only the processes of providing administrative services, but also uses modern technologies to develop public policy. This includes planning, monitoring, and evaluating the performance of public authorities. The success of such transformations depends on political will, entrepreneurial initiative, and the creation of a favorable business climate.
