Сучасний стан та проблеми ринку електричної енергії України

Abstract

UK: вирішення проблем галузі. Наведено характеристики та особливості електроенергії як товару, які грають важливу роль в побудові ринку електричної енергії. Приведена організаційна структура та принципи роботи оптового ринку електричної енергії України, визначені його основні учасники. За результатами досліджень виявлено проблеми енергетичної галузі: фізична та моральна зношеність основних фондів як енергогенеруючих, так і енергопостачальних підприємств, неможливість забезпечити раціональні режими роботи енергетичної системи країни. Розроблені заходи, які дозволять забезпечити раціональні режими роботи енергосистеми з точки зору стійкості роботи енергосистеми України та економічної ефективності. Приведена структура генеруючих потужностей Об’єднаної енергетичної системи України та структура і обсяги споживання електричної енергії в Україні за останні чотири роки. Визначена роль перехресного субсидіювання в енергетиці для енергопостачальних компаній, промисловості та населення України.

EN: The present day state of the power complex of Ukraine is analyzed in the article along with the ways of industry problems solution. The characteristics and features of power as a commodity that play the important role in electric power market are given. The structure and operational mode of a wholesale electric power market in Ukraine are described with defining its main stakeholders. The following problems are defined as the research result: physical depreciation and obsolescence of fixed assets at both power producing and power distributing enterprises, inability to ensure the rationalized operation mode for the state power system. The actions that allow for provision of the rationalized operation mode of the power system taking into account the sustainability of Ukraine’s power system operation and economic efficiency are worked out. The structure of producing enterprises of Integrated Power System of Ukraine as well as the structure and volume of electric power consumption for the last four years are given. The role of cross subsidization in power production for power supplying companies, industry and population.
