Управління державним боргом: зарубіжний досвід та українська реальність

Abstract

UK: У статті розглянуто складові державного боргу та методи управління ним в країнах Східної Європи. Визначено необхідність ведення раціональної та ефективної бюджетної політики, враховуючи фази економічного циклу та рівень економічного розвитку. Особливу увагу приділено вивченню особливості динаміки та досвіду управління зовнішнім боргом в Польщі, Угорщині та Україні. Розглянуто сучасний стан та структурні особливості державного боргу України. Проаналізовано існуючий стан та динаміку величини державного боргу України та його структури. Наголошено на взаємозв’язку між рівнем державного боргу та економічною безпекою країни. Визначено пріоритетні напрями управління державним боргом. З’ясовано, що реструктуризація є одним з головних напрямів активного управління боргом. Її можна розглядати як інструмент удосконалення структури боргу в напрямі збільшення терміну та зменшення вартості обслуговування. Стаття слугує гарним ілюстратором ситуації з зовнішнім боргом України та може виступати основою для подальших досліджень щодо вдосконалення як методів управління борговими зобов’язаннями країни, так і оптимізації боргових навантажень на економіку країни, що враховуючи надзвичайно великий вплив даної проблеми на соціальну сферу, є надзвичайно актуальним.

EN: The article enlightens components of the public debt and the methods of its managemen in the countries of Eastern Europe. The necessity of rational and effective budgetary policy which considers phases of the economic cycle and level of the economic development is stressed. Special attention is paid to the research of dynamics and experience of the external debt management in Poland, Hungary and Ukraine. The current state and structural features of the Ukrainian public debt are considered. The actual state and the dynamics of the Ukrainian public debt’s structure and growing are analyzed. The connection between the magnitude of the public debt and the economical security of country is stressed. The major directions of the public debt management are outlined. It is found out that the debt restructuring is one of the main directions of active debt management. It may be reviewed as a vehicle of the debt structure’s optimization in the way to increase the term and decrease in the cost of servicing. The article clearly shows the situation with the external debt and may give an impetus to the further research considering improvement of the methods of managing debt obligations of the country and optimization of debt burden upon the country’s economics. Such approach seems very up to date because this problem strongly influences the social sphere.
