Особливості функціонування фондів соціального страхування в країнах світу

Abstract

UK: У системі соціального страхування важливу роль відіграє фінансове забезпечення функціонування страхових фондів. У статті зазначено, що нині необхідних обсягів фінансових ресурсів в Україні не вистачає, і тому рівень соціального забезпечення населення є незначним. Для визначення основних напрямів розвитку системи фінансового забезпечення фондів соціального страхування в Україні проаналізовано особливості функціонування фондів соціального страхування в розвинутих країнах світу. Охарактеризовано переваги та недоліки європейських моделей соціальної політики та надано корисні рекомендації з їх упровадження у вітчизняну практику. Наведено основні вектори підвищення ефективності фінансового забезпечення державних фондів соціального страхування. Розглянуто моделі і системи медичного страхування в європейських країнах та запропоновано формування накопичувальної державної системи соціального забезпечення гібридного характеру.

RU: В системе социального страхования важную роль играет финансовое обеспечение функционирования страховых фондов. В статье указано, что в настоящее время необходимых объемов финансовых ресурсов в Украине не хватает, и поэтому уровень социального обеспечения населения является незначительным. Для определения основных направлений развития системы финансового обеспечения фондов социального страхования в Украине проанализированы особенности функционирования фондов социального страхования в развитых странах мира. Охарактеризованы преимущества и недостатки европейских моделей социальной политики и предоставлены полезные рекомендации по их внедрению в отечественную практику. Представлены основные векторы повышения эффективности финансового обеспечения государственных фондов социального страхования. Рассмотрены модели и системы медицинского страхования в европейских странах и предложено формирование накопительной государственной системы социального обеспечения гибридного характера.

EN: One of the basic conditions for the development of a socially oriented market economy is the development of the social insurance system as a fundamental basis and instrument of state regulation. For the contemporary realities of Ukraine, the role of social insurance is extremely important, because due to the difficult economic situation, large sections of the population need state support. In the social insurance system, an important role is played by the financial support for the operation of insurance funds. The state social insurance system is being actively reformed and updated today. The model of financial security of social insurance funds in Ukraine, taking into account the European experience, should be based on continental and Anglo-Saxon models, which have proven effective over the last decades and organically combine with the current realities of functioning of domestic insurance funds. Unlike the current model, there is no significant burden on the State Budget of Ukraine; employees are given the opportunity to adjust their own deductions. Using this model will bring the domestic insurance system, including its financial support, closer to the European standards. It is advisable for Ukraine to apply the experience of countries such as the United Kingdom, Germany, Sweden, the Netherlands. Application of the mechanism of introduction of the European models of financial support of social insurance funds comprehensively combines all levers, methods, forms in their interaction concerning financial support of these funds; takes into account the main components of financial security in mechanisms of this type, namely: financial planning, financial regulation, financial leverage. Our country requires urgent measures to reform the national health care system. In introducing insurance medicine, Ukraine has taken on a positive world experience and took into account the mistakes that other countries have gone through. The introduction of a compulsory health insurance system in Ukraine will help to ensure the availability of health care, health promotion and life expectancy of the Ukrainian population.
