Аналіз дохідної та видаткової частини бюджету пенсійного фонду України

Abstract

UK: У статті розкриваються особливості сучасного стану пенсійного забезпечення в Україні, висвітлюються проблеми пенсійної системи в Україні, досліджено діяльність Пенсійного фонду України (далі – ПФУ) як головного фінансового механізму національної пенсійної системи. Проаналізовано склад, структуру, динаміку доходів та видатків бюджету Пенсійного фонду за період 2014–2018 рр. Визначено основні статті надходжень до бюджету, фактори впливу на них, досліджено динаміку витрат та в розрізі основних складників на пенсійне забезпечення, показано роль трансфертів із державного бюджету щодо Пенсійного фонду. Визначено основні чинники впливу на утворення дефіциту, досліджено джерела фінансування дефіциту бюджету ПФУ. Досліджено динаміку фінансової стабільності, відображено вплив заборгованості із заробітної плати та тінізації доходів на загальну суму надходжень до бюджету Пенсійного фонду. Окреслено основні проблеми та шляхи вдосконалення формування доходів і видатків Пенсійного фонду України на сучасному етапі.

RU: В статье раскрываются особенности современного состояния пенсионного обеспечения в Украине, освещаются проблемы пенсионной системы в Украине, исследована деятельность Пенсионного фонда Украины (далее – ПФУ) в качестве главного финансового механизма национальной пенсионной системы. Проанализирован состав, структура, динамика доходов и расходов бюджета Пенсионного фонда за период 2014–2018 гг. Определены основные статьи поступлений в бюджет, факторы влияния на них, исследована динамика расходов в целом и в разрезе основных составляющих на пенсионное обеспечение, показана роль трансфертов из государственного бюджета по отношению к Пенсионному фонду. Определены основные факторы влияния на образование дефицита, исследованы источники финансирования дефицита бюджета ПФУ. Исследована динамика финансовой стабильности, отражено влияние задолженности по заработной плате и тенизации доходов на общую сумму поступлений в бюджет Пенсионного фонда. Определены основные проблемы и пути совершенствования формирования доходов и расходов Пенсионного фонда Украины на современном этапе.

EN: In recent years, the question of budget deficit of the Pension Fund of Ukraine has been urgent, in particular the violation of the principle of economic dependence of expenditures on income, the imbalance of the development of the pension system within its constituent income and expenses. The problem is compounded by the financial crisis that the Ukrainian economy is still experiencing, despite all the government's statements about stabilizing the country's economic situation. In such circumstances, special attention is needed to balance the budget of the Pension Fund of Ukraine, as well as to search for reserves for the growth of the revenue part of the budget of the Pension Fund of Ukraine. The article investigates the activity of the Pension Fund of Ukraine as the main financial mechanism of the national pension system, outlines the key problems of functioning and improvement of the pension system in Ukraine. Emphasis is placed on the problems of efficient and rational use of funds by the Pension Fund, as well as the increasing financial burden on the Pension Fund of Ukraine in the context of the demographic crisis. The composition, structure, dynamics of revenues and expenditures of the budget of the Pension Fund for the 2014–2018 period are analyzed. provision, shows the role of transfers from the state budget in relation to the Pension Fund. The growth rate of the Pension Fund's budget revenues and expenditures is shown in relation to nominal GDP growth. The main factors influencing the deficit formation are identified, the sources of financing of the PFU budget deficit are investigated; The main problems and ways of improving the formation of income and expenses of the Pension Fund of Ukraine are outlined. The following research methods were used in the article: system, analysis, synthesis, method of theoretical generalization, graphic. The dynamics of financial stability in the period from 2014 to 2018 are examined, the effect on the arrears of wages and the shadowing of income on the total amount of revenues to the Pension Fund budget is shown. The article reveals the features of the current state of pension provision in Ukraine, highlights the problems of the pension system in Ukraine and proposes measures to improve the activity at the present stage.
