Ризик-менеджмент у закладах освіти в умовах цифрової економіки та воєнних викликів

Abstract

UK: Мета статті – обґрунтувати актуальність впровадження ризик-менеджменту у процес управління закладами освіти в Україні в умовах цифрової економіки та несприятливого впливу глобальних трансформацій. Виявлені ключові барʼєри використання інструментарію ризик-менеджменту у закладах освіти, у тому числі відсутність інфраструктури, низький рівень мотивації та цифрової компетентності персоналу. У роботі застосовано системний і порівняльний підходи, а також структурно-логічний аналіз, узагальнено міжнародні звіти й українські дослідження щодо управління ризиками в освіті. Окрему увагу приділено проблемі класифікації ризиків у освітній галузі. На основі аналізу запропоновано рамкову модель управління ризиками для закладу освіти, яка описує послідовність етапів ідентифікації, оцінювання, моніторингу та реагування на ризики й підкреслює важливість ризик-орієнтованого підходу в управлінських рішеннях

EN: The article explores the development of risk management in Ukrainian educational institutions that function under the combined pressure of digital transformation, full-scale war and socio-economic instability. The purpose of the study is to clarify the theoretical foundations of risk management in education, systematise the main types of risks faced by educational organisations and evaluate the possibilities of adapting enterprise risk management approaches to this sphere. Methodologically, the research relies on a systems approach, comparative and structurallogical analysis, expert judgement and synthesis of international analytical reports and Ukrainian academic sources. The author identifies the most significant groups of risks: organisational and managerial, financial and economic, information and cyber security risks, physical security risks associated with military aggression, reputational risks and risks to the quality, accessibility and continuity of the educational process. Particular attention is paid to digital risks arising from the rapid introduction of online platforms, cloud services and artificial intelligence tools, including data leakage, unauthorised access, disinformation and ransomware attacks. On this basis, the article proposes a conceptual model of integrated risk management for educational institutions. The model includes consistent stages of risk identification, qualitative and quantitative assessment, prioritisation, selection of preventive and corrective measures, monitoring of key indicators and communication with stakeholders. The practical value of the results lies in providing applied guidelines for administrators of schools, colleges and universities in Ukraine in order to increase the resilience, adaptability transparency and efficiency of educational institutions in conditions of prolonged serious uncertainty and multilevel threats. In addition, the paper underlines the importance of continuous professional development for teachers, transparent communication with parents and active involvement of local communities in defining risk responses and supporting innovative educational projects.
