Напрямки інтеграції інституційної політики з європейськими практиками підтримки малого та середнього підприємництва

Abstract

UK: У статті обґрунтовано необхідність інституційної інтеграції політики підтримки малого і середнього підприємництва України з європейськими практиками в умовах післявоєнного відновлення та євроінтеграційних зобов’язань держави. Показано, що результативність підтримки визначається не лише наявністю програм, а й якістю організації їх виконання, стандартизацією процедур і передбачуваністю сервісів. Особливу увагу приділено імплементації стандартів сервісу, інтероперабельних цифрових маршрутів доступу, мережевих інструментів та фінансових механізмів як способів зниження транзакційних витрат для бізнесу. Акцентовано на подоланні «розриву реалізації» між нормативними рамками та фактичним доступом малого і середнього підприємництва до інструментів підтримки. Запропоновано узгодження національного, регіонального та місцевого рівнів через інституційно визначені механізми виконання, що враховують регіональну диференціацію та адміністративну спроможність територій.

EN: The article examines the key areas of institutional integration of Ukraine’s small and medium-sized enterprise (SME) support policy with European practices, which has acquired strategic importance in the context of post-war recovery and European integration commitments. The study explores the relationship between the quality of the institutional environment, the level of entrepreneurs’ transaction costs, and the effectiveness of SME policy implementation. It is argued that the “implementation gap” between the regulatory framework and actual access to support instruments is driven not so much by the absence of programs as by organizational fragmentation, the lack of stable implementation channels, and uneven regional capacities. The logic of European approaches is revealed, which combine financial mechanisms (guarantees, grants, concessional loans) with advisory and networking services into a reproducible institutional architecture that reduces risks, facilitates market entry, and promotes innovation. Particular attention is paid to digital access pathways for SMEs as a means of reducing transaction costs and increasing transparency in interactions. Emphasis is placed on the need for institutionalizing each element of these pathways as a governance procedure with clearly defined requirements for quality, timelines, and coordination across levels of government. Typical institutional mechanisms for key policy areas are synthesized, including the interoperability of information systems, service standards, support for internationalization, public-private partnerships, and public procurement for SMEs. The article proposes tables mapping institutional mechanisms to types of risks and levels of responsibility. The conclusions highlight the need not for the formal borrowing of individual EU programs, but for holistic institutional implementation encompassing the standardization of procedures, adaptation to local capacities, accountability, transparency, and vertical coordination. Integration should be carried out with due regard to Ukraine’s administrative capacity, the resource endowment of the local level, and the needs of entrepreneurs, rather than through mechanical duplication of programs. In this context, institutional integration is viewed as the foundation for creating a long-term stable, fair, and predictable environment for SME development.
