Вимірювання економічного уповноваження жінок у країнах ЄС: розробка комплексного індексу

Abstract

UK: У статті досліджено міжнародні рейтинги гендерної рівності та їх складові. Представлено методологію розробки індексу економічного уповноваження жінок на основі ключових форм: участі в ринку праці, фінансової автономії, соціальної підтримки, доступу до освіти, підприємництва. Запропоновано формули для розрахунку індексу та його складових, обґрунтовано вагові коефіцієнти та статистичні показники для обчислень. Пред-ставлено результати розрахунку комплексного індексу економічного уповноваження жінок та його субіндексів у країнах Європейського Союзу, що дозволило ідентифікувати лідерів, послідовників та аутсайдерів у цій сфері та надати основу для рекомендацій щодо політик економічного уповноваження жінок. Окреслено чинники, що формують відмінності між країнами, та визначено сфери, у яких політика підтримки економічного уповнова-ження потребує посилення.

EN: The article addresses the growing global attention to gender equality as a fundamental prerequisite for sustainable socio-economic development and emphasizes the need for more precise analytical tools to evaluate disparities in women’s economic participation. This study aims to analyze the constituent elements of current gender equality metrics and to propose a comprehensive index for measuring women’s economic empowerment, providing a detailed account of its methodology. To achieve this goal, the research combines statistical data analysis, modeling, and a system-structural approach to develop the index formula, along with analogy methods, country grouping based on results, and data visualization to present the findings. The analysis of leading international rankings shows that their broad multidimensional coverage complicates the isolation of the economic dimension of gender equality, reinforcing the need for a specialized index of women’s economic empowerment. Five subindices were developed as structural components of the comprehensive index of women’s economic empowerment: labour force participation (0,50), financial autonomy (0,20), social support (0,15), access to education (0,10), and entrepreneurship (0,05). The weighting coefficients assigned according to their relative influence on economic empowerment. The results show that Luxembourg (0,670), Portugal (0,645), and Sweden (0,622) rank highest in terms of women’s economic empowerment, whereas Germany (0,379), the Czech Republic (0,370), and Austria (0,360) fall to the bottom of the scale. The average level across the EU amounts to 0,493. Depending on the ratio of each country’s women’s economic empowerment index to the EU average, states were classified into three groups: leaders, followers and outsiders. The findings demonstrate strong policy alignment among EU countries in advancing women’s economic empowerment. This progress is supported by EU-level initiatives and directives focused on pay transparency, equal pay, increasing women’s representation in decision-making roles, and improving work-life balance. The proposed approach offers a practical tool for assessing women’s economic empowerment and may serve as a basis for further research, policy design, and international comparison.
