Стимулювання розвитку малого підприємництва в контексті євроінтеграційних викликів України

Abstract

UK: У статті розкрито теоретико-методичні та практичні аспекти стимулювання розвитку малого підприємництва України в умовах євроінтеграційних трансформацій. Доведено, що євроінтеграційний курс формує нову систему координат економічного розвитку, у якій політика підтримки малого бізнесу набуває стратегічного значення. Проаналізовано ключові виклики адаптації до стандартів ЄС – правові, фінансові, інституційні, кадрові, комунікаційні та інфраструктурні. Визначено основні напрями державного стимулювання – інституційнорегуляторний, економічний та організаційно-інфраструктурний. Обґрунтовано необхідність запровадження механізмів підтримки, зокрема системи зеленого фінансування, податкових «пісочниць», цифровізації фіскального адміністрування, міжнародного нетворкінгу та партнерства «держава–бізнес–наука», що забезпечить інтеграцію малого бізнесу до єдиного економічного простору ЄС.

EN: The purpose of the study is to identify and scientifically substantiate effective mechanisms and instruments for stimulating the development of small entrepreneurship in Ukraine under the European integration challenges caused by the transformation of the economic environment. The relevance of the topic is determined by the need to adapt Ukraine’s entrepreneurial sector to the standards of the European Union and ensure its competitiveness within the single market. As Ukraine moves through the accession process, the pressure to modernize its regulatory framework increases. The methodological basis of the research includes systemic, comparative, and analytical approaches, which made it possible to reveal the interrelation between institutional, financial, and organizational factors influencing small business development. The results show that the European integration process forms new coordinates of economic policy, within which small business support becomes a strategic priority of long-term growth. Three key directions of state stimulation are defined: institutional and regulatory - harmonization of legislation with EU law, governance reform, anti-corruption and deregulation mechanisms; economic -grant and credit programs, guarantee and co-financing systems, tax incentives, and harmonization of VAT and excise policy; organizational and infrastructural — development of business incubators, clusters, export support centers, mentoring programs, and networking platforms integrating Ukrainian entrepreneurs into EU markets. These measures collectively shape an ecosystem capable of supporting innovation, enhancing productivity, and preparing Ukrainian enterprises for cross-border competition in the EU market. Additional tools are proposed to improve adaptability and competitiveness, including green finance, tax sandboxes, digital fiscal instruments, and blockchain technologies for transparency. The article argues that integrating these innovations can significantly accelerate the transition of small businesses toward sustainable and technologically advanced models of development. The practical significance of the article lies in substantiating approaches that can increase the effectiveness of state policy, ensure the integration of small businesses into the EU economic space, and strengthen Ukraine’s post-war economic resilience.
