Інституційна трансформація механізмів публічного антикризового управління територіями в умовах воєнної загрози

Abstract

UK: У статті обґрунтовано необхідність формування системної моделі механізму публічного антикризового управління територіями в умовах викликів, спричинених повномасштабною війною в Україні. Доведено, що традиційні, планово-орієнтовані підходи втрачають ефективність у динамічному безпековому середовищі, що зумовлює потребу в трансформації механізмів управління на основі мережевих, адаптивних та координаційних принципів. Запропонована модель передбачає інтеграцію стратегічного планування, ефективної організаційної архітектури та ресурсного забезпечення (фінансового, кадрового, інформаційного) для підвищення спроможності територіальних громад оперативно реагувати на кризові ситуації. Акцент зроблено на взаємодії органів публічної влади різного рівня, військових адміністрацій та громадського сектору, що дозволяє забезпечити гнучкість і стійкість територій. Особливу увагу приділено ролі місцевого самоврядування, цифровізації управлінських процесів, а також інституційній спроможності реалізовувати антикризові заходи. Представлено дискусійні положення щодо співвідношення централізації та децентралізації функцій в умовах воєнного стану, а також визначено напрями подальших досліджень, зокрема щодо операціоналізації моделі, розробки індикаторів ефективності та інструментів стратегічного моніторингу ризиків.

EN: The article substantiates the necessity of developing a systemic model of the public crisis management mechanism for territories under the conditions caused by the full-scale war in Ukraine. It is demonstrated that traditional, plan-oriented governance approaches lose their effectiveness in the face of rapidly changing security challenges, thereby requiring the transformation of public administration systems based on adaptive, networked, and coordination-oriented principles. The proposed model involves the integration of strategic planning, efficient organizational architecture, and comprehensive resource support - including financial, human, and informational components - to strengthen the ability of territorial communities to respond promptly and flexibly to crises of varying nature and scale. Emphasis is placed on the importance of institutional synergy between central authorities, regional and local self-governance bodies, military administrations, and civil society actors. This interaction enhances the resilience and continuity of governance at the local level, enabling prompt response to emergency situations, especially in the context of disrupted infrastructure and population displacement. The article highlights the growing role of local governments as agents of reconstruction and service provision under resource constraints and martial law, stressing the need for improved legal frameworks, technological infrastructure, and decentralized budgetary instruments. Special attention is given to the digital transformation of public management processes and the institutional capacity for implementing anti-crisis strategies. The author identifies conceptual and practical challenges in balancing centralized decision-making with local autonomy, underlining the relevance of a flexible legal and administrative framework during periods of military threat. The article also formulates discussion points for further research, including the operationalization of the model, development of crisis-related performance metrics, and strategic tools for anticipatory risk assessment and monitoring in the public sector.
