Стратегічні, тактичні і оперативні управлінські інструменти забезпечення резильєнтності самодостатнього розвитку бізнесу

Abstract

UK: Стаття присвячена дослідженню стратегічних, тактичних і оперативних управлінських інструментів забезпечення резильєнтності самодостатнього розвитку бізнесу в умовах непередбачуваних шоків та викликів. Розглянуто основні інструменти резильєнтності: систему внутрішнього контролю, диверсифіковані моделі бізнес-процесів, фінансовий захист, ресурсні резерви, альтернативні сценарії розвитку, інноваційну діяльність, цифровізацію та моніторинг середовища. Проаналізовано стан резильєнтності на прикладі господарських організацій виробництва молочних продуктів України за 2010-2024 роки, що показав здатність галузі до швидкого відновлення після воєнних потрясінь 2022 року. Обґрунтовано ключову роль компонентів внутрішнього контролю – комплаєнсу, внутрішнього аудиту та управління ризиками у формуванні стійкої резильєнтності бізнecу на всіх рівнях управління.

EN: The article explores strategic, tactical, and operational management tools for ensuring the resilience of self-sufficient business development under conditions of unpredictable shocks and challenges. Modern business management is a complex activity involving personnel as both subjects and objects, influenced by a system of internal and external environmental factors. Today, challenges have become a permanent feature of the business environment, necessitating the application of integrated management tools to achieve economic growth and navigate crisis situations. The management system of a business organization must be designed to continuously and rapidly adapt to changing conditions, enabling it to modify its structure and resource potential for development in a dynamic environment. The study identifies key tools for ensuring business resilience, including internal control systems, diversified business process models, financial protection mechanisms, resource reserves, alternative development scenarios, innovation activity, digitalization, and environmental monitoring. The state of business resilience is analysed using the example of Ukrainian dairy production organizations from 2010 to 2024, revealing the sector's capacity to recover quickly after the military shocks of 2022. The research methodology combines theoretical analysis of scholarly literature on business resilience and statistical evaluation of the performance of dairy enterprises (NACE 10.5) over the study period. Comparative analysis methods and calculations of relative acceleration and deceleration using chain-based dynamics were applied to assess the level of business resilience. The results demonstrate that dairy production organizations exhibited resilience in their economic management mechanisms in response to the challenges posed by martial law in Ukraine. The study substantiates the critical role of internal control components (compliance, internal audit, and risk management) in fostering sustainable business resilience at all management levels. It concludes that ensuring organizational resilience is essential for the successful functioning of businesses in the face of unpredictable changes resulting from shocks, challenges, and threats in both external and internal environments. Business resilience supports stability, competitiveness, and the transition to selfsufficient development in an uncertain world.
