Аналітична оцінка інвестиційної активності транспортно-логістичної системи України

Abstract

UK: У науковій публікації визначено основні завдання, що грунтуються на дослідженні інвестиційної активності у забезпеченні функціонування транспортно-логістичної системи України в умовах військової економіки та пошуку перспективних джерел подальшого залучення інвестицій в транспортну сферу України для її відновлення та модернізації. Аргументовано, що транспортно-логістична система належить до пріоритетних сфер. Констатовано, що попри війну, спостерігаємо процеси залучення іноземних інвестицій, обсяги яких є на порядок вищими порівняно із відносно мирними часами переважно за рахунок реінвестованих доходів іноземних компаній, які давно вже працюють в Україні. Доведено необхідність залучення іноземних інвестицій, що в значній мірі залежить від міжнародної допомоги в складний для України час від країн-партнерів. Доведено необхідність пошуку нових форм та джерел інвестування програм модернізації та відновлення вітчизняної транспортно-логістичної інфраструктури, що виступає пріоритетом для досягнення інвестиційної активності. Відзначено доцільність залучення іноземних інвестицій за рахунок реалізації спільних проєктів, грантових програм та запровадження інвестиційних платформ.

EN: The scientific publication identifies the main tasks based on the study of investment activity in ensuring the functioning of the transport and logistics system of Ukraine in the conditions of a military economy and the search for promising sources of further investment in the transport sector of Ukraine for its restoration and modernization. It has been argued that the transport and logistics system is one of the priority areas. The low development of the transport and logistics system of Ukraine has been noted, which has been characterized by slow trends, in particular regarding attracting capital and foreign investments. Problems complicating the activities of the transport system, which arose as a result of hostilities, occupation of certain regions of the country, reduction in transportation volumes (passengers, cargo), including problems of international transit of commodity flows through the territory of Ukraine, have been identified. It has been stated that despite the war, we observe the processes of attracting foreign investments, the volumes of which are an order of magnitude higher compared to relatively peaceful times, mainly due to the reinvested income of foreign companies operating in Ukraine for a long time. However, attention is focused on the insufficiency of investment volumes to restore the transport and logistics system of Ukraine in wartime conditions and the post-war period. The need to attract foreign investments has been proven, and it largely depends on international assistance from partner countries in difficult times for Ukraine. The need to find new forms and sources of investment in modernization programs and restoration of the alienated transport and logistics infrastructure, which is a priority for achieving investment activity, has been proven. The feasibility of attracting foreign investments through the implementation of joint projects, grant programs, and the introduction of investment platforms included in the current state program “On the National Transport Strategy of Ukraine (Implementation of Measures until 2030)” and the EU program “Connecting Europe Facility” (2024) was noted.
