Встановлено складові, що обумовлюють рішення щодо імплементації контролінгу. Розроблено стадії всесторонньої методики імплементації системи контролінгу зовнішньоекономічних процесів компаній туристичного та готельно-ресторанного бізнесу. Дані стадії включають: відстеження усіх процесів компанії та їх стану, а також зовнішньоекономічної діяльності підприємства, оцінка стану сукупної діяльності компанії та її зовнішньоекономічної діяльності, встановлення форм реалізації контролінгу зовнішньоекономічної діяльності організації, створення сукупності контрольованих показників, визначення еталонного рівня значень контрольованих показників. Встановлено, що визначені групи стейкхолдерів не обмежуються лише тими, які є згрупованими. До них можуть належати й інші заінтересовані сторони, які визначаються підприємством залежно від зміни його діяльності. Необхідність визначення груп стейкхолдерів та вивчення їх інтересів пояснюється тим, що інтереси різноманітних груп мають різний вектор спрямування й їх неврахування може призвести до конфлікту. Запропоновано аналізувати стейкхолдерів НГК за допомогою оцінки рівня залучення стейхолдерів до діяльності нафтогазового підприємства, для цього пропонується використання методики самодіагностування підприємства, яка є простою у використанні. Оцінюючи кожного стейкхолдера нафтогазове підприємства ставить «+» якщо відповідь є позитивною і «-», якщо відповідь є негативною, що дозволяє швидко визнати які складові співпраці виконується на високому рівні, а де необхідно вносити корективи. Методика самодіагностування рівня залучення стейкхолдерів в діяльності НГП дозволяє визначити слабкі місця у співпраці з стейкхолдерами, проте будь яка співпраця має бути ефективною для двох сторін. У експрес- оцінюванні ефективність стейхолдера для нафтогазового підприємства виділено дві групи умов: обов’язкові та бажані. Дотримання обов’язкових умов є необхідним задля забезпечення беззбитковості діяльності нафтогазового підприємства на ринку, і такі умови зводяться до наявності конкурентної переваг за ціною, можливості ринку забезпечити дохід для підприємства та принципової беззбитковості діяльності. Дотримання бажаних умов забезпечує можливість формування прибутку від діяльності підприємства на ринку. Експрес-оцінювання відображає принципову доходність локального ринку для нафтогазового підприємства у разі виходу на нього, або відсутність такої доходності. Для використання методики оцінювання ефективності співпраці стейкхолдерів з нафтогазовими підприємствами доцільно використовувати групу експертів, що дозволить максимально об’єктивно провести експрес-оцінювання.; EN: The research was carried out to identify the main groups of stakeholders of NGC and their interests. The need to identify groups of stakeholders and the study of their interests is explained by the fact that the interests of different groups have a different vector of direction and their ignorance can lead to conflict. It is proposed to analyze the stakeholders of NGCs by means of estimating the level of attraction of the stewards to the activity of the oil and gas company, is proposed to use the method of self-diagnostics of an enterprise that is easy to use. When evaluating each stakeholder, the oil and gas company sets "+" if the answer is positive and "-" if the answer is negative, which allows you to quickly acknowledge which components of the cooperation are executed at a high level and where it is necessary to make adjustments. The method of self-diagnosis of the level of attraction of stakeholders in the NDP activity allows to identify weaknesses in cooperation with stakeholders, but any cooperation should be effective for both parties. In the express assessment of the efficiency of the stockholder for the oil and gas company, two groups of conditions were distinguished: mandatory and desirable. Observance of mandatory conditions is necessary in order to ensure the break-even activity of the oil and gas company in the market, and such conditions are reduced to the availability of competitive advantages at the price, market opportunity to provide income for the enterprise and the principle of break-even activity. Compliance with the desired conditions ensures the possibility of generating profits from the company's activities on the market. Express-rating reflects the principle profitability of the local market for the oil and gas company in case of its release, or the absence of such profitability. To use the methodology for assessing the effectiveness of cooperation between stakeholders and oil and gas companies, it is expedient to use a group of experts, which will allow to conduct an express evaluation. Проблема також є у складності спостереження за зовнішнім середовищем в його різноманітті, великій кількості і динамічності факторів. На підставі аналізу останніх досліджень за визначеною проблематикою розглянуто підходи до можливості підприємства невпинно стежити за змінами зовнішнього середовища у напрямах головних об’єктів його комунікації з метою ефективно пристосовуватися до змін, прогнозувати їх і своєчасно реагувати. За результатами проведених досліджень також встановлено, що існує неефективний обмін інформацією між підрозділами підприємств, коли одна і та же задача вирішується різними виконавцями декілька раз і це веде к прямим додатковим тратам. Based on the analysis of recent researches on the identified problem, approaches to the ability of the company to continuously monitor changes in the environment in the direction of the main objects of its communication in order to effectively adapt to changes, predict them and respond in a timely manner have been considered. According to the results of the conducted research, it is also established that there is ineffective information exchange between the divisions of enterprises, when the same task is solved by different performers several times and this leads to direct additional expenses. It is proved that in order to eliminate these problems there should be done a combination of the existing technologies of processing the large number of information and information systems of separate units of enterprises into an integrated information portal. У статті проаналізовано особливості функціонування підприємств з одиничним та дрібносерійним типом виробництва та з’ясовано, що підвищення результативності функціонування таких підприємств неможливе без ефективного завантаження їх виробничої системи. Визначено поняття ефективного завантаження виробничої системи. Сформульовано задачі ефективного завантаження виробничої системи підприємства в умовах послідовної та паралельної організації обробки продукції. Запропоновано етапи розв’язання відповідних задач та надано характеристику реалізації кожного з етапів. До переваг викладеного можна віднести: врахування потенційно відмінних вимог до використання обладнання виробничого підприємства в умовах паралельної або послідовної обробки продукції; передбачення можливості переходу від суто паралельної схеми організації обробки до частково-перехресної за рахунок визначення та подальшого врахування невикористаного доступного часу роботи обладнання підприємства на різних дільницях з метою випуску додаткових обсягів продукції; врахування вимог ринку до виробничої системи підприємства завдяки прогнозування попиту на продукцію та побудови гнучкої системи завантаження обладнання. Виконано практичну реалізацію моделей завантаження обладнання. Результати досліджень, представлені в роботі, можуть бути використані у практичній діяльності будь-якого підприємства з одиничним або дрібносерійним типом виробництва, яке має за мету підвищення ступеню рівномірності та збалансованості роботи за рахунок ефективного завантаження виробничої системи.; EN: The purpose of the study is to increase the degree of uniformity and rhythmicity of the enterprise due to the efficient loading of the production system on the basis of techniques and methods of mathematical modeling. The peculiarities of the functioning of enterprises with a single and small-scale type of production have been analyzed. It has been found that improving the performance of such enterprises is impossible without an effective load of their production system. The concept of the efficient loading of the production system has been determined. The tasks of the efficient loading of the production system of the enterprise under conditions of the consistent and parallel organization of product processing have been formulated. Stages for solving the corresponding tasks are proposed and their implementation is described. The advantages of the foregoing include: consideration of potentially different requirements for using the equipment of a manufacturing enterprise in conditions of parallel/sequential product processing; anticipation the possibility of transition from a purely parallel scheme of organization of processing to a partially cross-cutting one at the expense of determination and taking into account the unused available time for operating the enterprise’s equipment at various areas in order to produce additional production volumes; take into consideration the market requirements to the production system of the enterprise due to the use of the values of the predicting demand for products and the construction of a flexible equipment loading system. Practical realization of loading models of equipment is attained. The results of the research presented in this article can be used in the practical activity of any enterprise with a single or small-scale type of production, which aims to increase the degree of uniformity and balance of work due to the efficient loading of the production system.
