Запропонований підхід забезпечує формування гнучких та стійких стратегій, знижує ризики реалізації та створює передумови для підвищення конкурентоспроможності і сталого розвитку рекреаційних підприємств.; EN: The article argues that the development of a strategy for recreational enterprises should be based on the integration of quantitative and qualitative indicators that account for the financial, social, and environmental aspects of their activities. An improved strategic planning algorithm is substantiated, which incorporates multidimensional analysis and the dynamics of long-term changes. It is proven that the use of an integral efficiency indicator makes it possible not only to objectively assess the current state of enterprises but also to forecast their performance depending on changes in the external and internal environment. The application of normalized data and principal component analysis ensures objective identification of key influencing factors. It is emphasized that constructing development scenarios-optimistic, baseline, and pessimistic-allows decision-makers to consider uncertainty and risks, ensuring the adaptability of the strategy. For the three analyzed enterprises, the forecast of the integral efficiency indicator for 2024–2034 shows the potential for stable growth under the condition of implementing the proposed strategic measures. It is proven that, for “Myslyvsko-Rekreatsiine Pidpryiemstvo TANDEM” LLC, key decisions include the introduction of renewable energy sources and loyalty programs, which will contribute to high environmental standards and an increase in repeat visits. For the LLC “Recreational Enterprise of Critical Infrastructure of the Independent Energy Spectrum of Innovative Technologies and Social Support of the Population,” the recommended measures are the expansion of services and attraction of foreign tourists, which will enhance profitability and improve environmental performance. For “Regional Recreation Management” LLC, strategic priorities include implementing innovative services oriented toward family recreation and wellness programs, as well as process automation to optimize costs. It is substantiated that the proposed algorithm takes into account not only the current state of enterprises but also allows for the formation of flexible, adaptive strategies that respond to changing conditions. The integration of scenario analysis and a multidimensional approach increases planning realism and reduces strategy implementation risks. It is substantiated that effective forecasting of financial flows requires the integration of economic and mathematical methods, machine learning algorithms, and artificial intelligence technologies, which enable automated processing of large volumes of heterogeneous data, identification of complex nonlinear relationships, and dynamic updating of forecasts in real time. It is proven that the adaptation process should encompass organizational, technological, and behavioral transformations aimed at creating a flexible financial architecture capable of quickly integrating new analytical tools, digital platforms, and automated solutions into the management framework. Розглянуто структуру страхових премій за різними лініями бізнесу, де медичне страхування займає вісімнадцять відсотків у загальних преміях. The dynamics of premiums and payments for health insurance in Ukraine for the period 2022–2025 has been analyzed, which demonstrates stable market growth with a growth rate of seventeen percent in the first quarter of 2025. The structure of insurance premiums by different lines of business has been considered, where health insurance accounts for eighteen percent of total premiums. The international experience of organizing medical insurance has been studied using examples from Germany, France, the Netherlands, Sweden, Great Britain, and the United States. The main models of healthcare financing and features of their organizational and economic mechanisms have been identified. A comparative analysis of medical insurance indicators in OECD countries and Ukraine has been conducted. The article reveals that the global medical insurance market is growing at approximately six and a half percent annually, with significant variations across different countries depending on their healthcare system models. Countries with mandatory private health insurance, such as the Netherlands and Switzerland, demonstrate the highest share of medical insurance in non-life insurance premiums, reaching eighty-two and fifty-one percent respectively. The study shows that medical insurance inflation in most OECD countries exceeds general inflation, reflecting rising healthcare costs and demographic changes. In Ukraine, the medical insurance market is developing dynamically, with premiums reaching six point two billion hryvnias in the first quarter of 2025, though the coverage remains relatively low at five to seven percent of the population having private insurance. Надано рекомендації щодо інтегрованої політики, яка враховує міжсекторальні взаємозв’язки для максимізації позитивного внеску лісів у Порядок денний до 2030 року.; EN: This article analyzes international experience and scientific data on the role of the forest sector in achieving the SDGs, with a particular focus on synergies, trade-offs, and information and communication technologies (ICTs), which can serve as powerful policy tools in the field of forest resource use and ecosystem services. An analysis of the role of forests in the 2030 Agenda for Sustainable Development reveals their central position. A direct correlation has been identified between forests and Sustainable Development Goal 15 (Life on Land), with an indirect contribution to other goals as well. The contribution of forests extends beyond the realm of addressing fundamental environmental challenges, such as biodiversity conservation, climate change adaptation, and mitigation. The well-being of millions of people is inextricably linked to the health of these ecosystems. In the face of mounting demand for forest resources, which encompasses not only timber but also a broader array of ecosystem services, effective forest resource management is imperative. This transition necessitates a shift from conventional methods to advanced, data-driven approaches. The contribution of the forest sector to sustainable development has been highlighted in numerous studies. A substantial body of international research, including studies by Kohl M., Linser S., and Bastion O., has demonstrated that forests provide livelihoods for millions of people (SDG 1), ensure food security (SDG 2), supply clean water (SDG 6), and provide renewable energy (SDG 7). This paper explores the key synergies and trade-offs that arise in implementing forest-related Sustainable Development Goals (SDGs) based on an analysis of international experiences and current trends in the reform of Ukraine’s forest sector. The analysis demonstrates the pivotal role of sustainable forest management in achieving not only environmental objectives (SDGs 13, 15) but also socio-economic goals (SDGs 1, 2, 8).In recent years, Information and Communication Technologies (ICTs) have evolved from ancillary tools to a pivotal component of state policy for sustainable forest development, offering monitoring, transparency, and predictive modeling. The integration of ICT into sustainable forest management strategies constitutes more than a mere technological upgrade; rather, it represents a pivotal component in the transition towards a more sustainable, equitable, and efficient model of forest use and restoration. This assertion is particularly salient in the context of Ukraine’s pursuit of a sustainable European future. A particular emphasis is placed on the utilization of Geographic Information Systems (GIS), remote sensing, mobile technologies, and blockchain in the efforts to combat illegal logging, optimize land-use planning, and engage communities in the decision-making process regarding forest resources.
